Does anyone know if it's possible to book a flight using eva miles for someone else besides yourself without being on the reservation?

Looking to use some of my eva air miles to help a friend book a ticket on Dec 18th from SFO-SIN with a stop in Tapei. Whenever I try to do an award booking online, Eva air requires that I'm one of the passengers. Tried calling in past NY biz hours but the question wasn't clear to the Taipei phone reps.

Has anyone maybe successfully transferred miles from one account to another without fees?
