It really depends on the country and the property, but I've seen posts from parents that were able to book for two adults online and then call the specific property and the property agreeing to just add the two kids to the reservation. Unfortunately it did involve having to call each property individually to see if they are willing to do it.
Booking for two adults only and then just showing up with the two kids is the least recommended idea.
