Chile is just $100 and Turkey is now $20 but both require the placement of a piece of paper or a stamp overlaid with a dated stamp. So it's paperless in that no forms need be filled, but it's not paperless in terms of what's added to your passport. [Tourist visas mentioned since other visas are obviously a different story.]
