BA has a codeshare on Air Baltic for LGW-RIX - e.g. BA2240 and BA2243. I can price those as revenue bookings on BA.com. However, if I try to search for avios reward availability, I get the message to the effect of "BA and its partners do not fly this route".

I was surprised, given that they are BA flight numbers. Is it possible to redeem avios for these flights?
