I understand the limitations on room size and rules on occupancy in Europe, but I've never run into this issue before in Europe where double occupancy rooms were not at least in theory available at the standard award level.
HH still supposedly has the "Spouse stays free" option, so if the second person was your "spouse", theoretically, you can book a single and just include in the comments that your spouse will accompany you. The double bed would indicate that otherwise 2 people would be allowed but the hotel indicates that only non-standard rooms "sleep" more than 1.
Pretty sneaky on the hotel's part to disallow 2 people to sleep in a double bed.
