However, the crew happily have us child extension seatbelts after we pointed out that we would prefer the potential risk from seatbelt buckle injuries to that from turbulence. My understanding is that they are carried on all flights but not proactively offered.

There would not be much to see here but for contributions from people like you, so many thanks, and I hope will see more. On this one, it would be very difficult, as a globe-trotting parent, to try and rationalise this issue.
