When do you have to de-ice a plane?

I am flying out on Sunday morning from Seatac. Although we are expecting some snow in the next 24 hours the weather is suppose to be DRY but COLD Sunday morning when we fly out. Would de-icing be employed for these kind of conditions? A couple of years ago we had a lousy experience trying to get out of Seatac when they were having to de-ice the planes...sat on the tarmac for about 90 minutes and finally the pilot came on the PA to say that there just wasn't enough de-icing equiptment at SeaTac and that he was cancelling the flight....I have a de-ice phobia now.

By the way... it is an Alaska flight... that is why I choose to post it here
