Posing as a buyer would be useful for that but I don't see it being useful as a seller--how is the buyer violating the rules? United can't very well make a rule against buying a cert as they have no agreement with the buyer.
As soon as the buyer attempts to use the upgrade cert, it's a terminating violation of the rules. Further, UA might consider the purchase as "attempted fraudulent activity" or "conduct detrimental to United" as "Prohibited Activity" warranting termination.
