I'm not certain what jurisdiction the DOT would have on a flight from HKT to ICN. If you're thinking that this is IDB, the DOT regulations cover interstate transportation and foreign transportation from a US airport. Any IDB regulations that would apply would be those of the Kingdom of Thailand or, possibly, the Republic of Korea.
