Yes online seat selection should be available from time of booking if you can find the portal to the seat map. If that doesn't work just give them a call and they will happily select a seat for you.

And yes first luggage is free.

Although I have not flown with them personally (first flight TPE-HKG-AKL with them coming up in Jan 18), I have heard that once on board it is a decent experience, but all the other services are shambles. Oh also in the event of flight irregularities, cross your all your digits and hope for the best.
