You've essentially answered your own question. If you prefer DCA, then connecting in IAH to/from is your best bet unless you want a nearly six hour layover at SFO and only one flight option SFO-DCA. The IAH connection offers more options and a shorter domestic flight after a very long flight to/from SYD.
