The yellow tags work when they work. But, bags loaded toward the end of the process are loaded in whatever order is easiest. Nobody is going to delay a departure to reorder the bags in the hold. That means, steerage bags may come off first. It would be a bit foolish to hold off on delivering those to the jetway merely so that the F bags could be first when it won't speed the F bags.

You can send a note to AA, but AA is well aware that it's imperfect and isn't likely to do anything.
