Need help with QR to Jet transfer on a 2 separate tickets.

We will be flying into BOM with QR business class which allows 2 bags of 23 kgs/person and then we are connecting to Jet airways business class with different PNR as we were saving almost 1500$/2 tickets. Business class allows 30 kgs/person as per jet website. How strict will they enforce the policy for business class when transitioning from international to domestic in BOM? Do you recommending pre-paying for the excess baggage before traveling?
