Before joining the EU, UK (and I assume other EU citizens) needed fill out no paper for the following:

Czech Republic, Slovakia, Hungary, Poland, Estonia, Latvia, Lithuania.

The Romanian authorities don't require any paprework, and if my memory serves neither does Morocco. Turkey only requires GBP20 for the visa - no forms to fill in either. That said, outside of Europe it is very unusual not to have a form to fill in.
