Both of those statements are true on their face. Whether or not they have ulterior motives (I'm sure they do), they're true statements about the current situation.
Most union contracts require management to go through the union on changes in working condition, which this would classify. So it is not should have come to us, it is needs to come to us. End runs around the union are generally viewed as union busting and push back is usually not friendly. Nothing other then not wanting to is keeping the company from going to the union and saying we messed up bad, please help us fix it, which is how it works with companies with good management labor relations. Which if they don't have to legally it would definitely show that they want to work with the employees which many people on this board are saying is a one way street from the workers to management.
