On US domestic I could understand but certainly not on Intra-european flights. Please take advice about the tipping culture about the country you are travelling to instead of just assuming that it is like "at home".
Moreover assistance to people with limited mobility is a legal requirement and as such not a luxury or an optional service, those people needs it. They should not have a social pressure to tip into what is a necessity.
