Regulations compared to residential housing?

Minimums in terms of distances to exits & numbers of exits
Fire alarm stations and immediate use equipment
Restrictions on building materials and further restrictions on use of certain materials in certain areas
Requirements for staff to be on site to assist in times of danger/emergency
Requirements to provide police with details daily of guests to check against warrants (this one is likely trivial in terms of good it does)
Minimum food safety standards and notification requirements in the event of food borne illness
Minimum health check standard for staff that come into contact with the public, guests, or prepare food (annual blood tests for various diseases in most prefectures)
