Aren't TG and LH an the same Altea check-in system now? I think it would be logical for Altea to indicate to Menzies agent (TG contractor) in AU that OP holds a hand-baggage only fare on the subsequent system. Also Menzies agent or TG supervisor will have access to LH PNR, so they can check LH e-ticket to verify allowance.
