First-last name stated on paper, but D.O.B. is in the system only

It's not at all unusual to share driving, and certainly is a norm to add additional driver to your contract. Hertz counter took driver license and manually (no swipe) punched into the system first-last name, D.O.B, DL#.

Alas, the name is very common - and (without D.O.B.) it's almost impossible to perform background check. Yes, it turned out the person engaged in a hoax (having nothing to do with this rental) - and there isn't enough incentive for police detectives to open a case number (they say many hoaxes occur, that amount to civil matter). Unless a proven hoaxter is involved (that could be judged by background check). But Hertz's position is not to release information (from my contract to me, a civilian)
