While morally dubious, it doesn't matter. This will not work. It's too late for that. The system checks MQD waiver when you cross the MQM threshold. It doesn't check again.

If you change to an international address now, it will only help if she crosses 75k MQM before the end of the year. Otherwise she will have no status.
