What's the point in stopping in NRT? The 2 FA's can get off and do what? Bruised passengers won't want to get off the plane in NRT.
Taiwan Aviation safety rules for minimum crew is by number of doors onboard so they needed 10 minimum to continue. Other than the two sprained ankles, the flight attendants with contusions and bruises were all ok. They were well enough to keep working.
19 crew is actually more crew than jumpseats available. Those without jumpseats get to sit in RL for takeoff and landing/sleep in RL for break.
