I assume the plane was crewed for a full flight. With only 174 on board, the 19 Crew were more than enough. 174 is a full regular plane that has 6 crew.
What's the point in stopping in NRT? The 2 FA's can get off and do what? Bruised passengers won't want to get off the plane in NRT.
