In both rooms if you put the valve to the indicated 38degree childproof limit (i.e the point before you have to press the button to let it go hotter), it was freezing, certainly not 38degrees. I reckon either they purposefully installed it this way to save on water/heating costs, or the plumber was a muppet. I'm quite familiar with Grohe sanitaryware, and I was tempted to bring my toolkit and re-adjust the calibration to allow hotter temps.
