Mine now says my name or my wife's name can use it right on front. The prior ones said that they could ask for the Visa card as proof, but I don't think they ever did. I used to give them to my parents who never had to show any ID. But now it makes it clear who can use it, so if it is a new one I believe they'd enforce the rule.
