The shoulder belt is required in some scenarios to meet FAA certification requirements. Most often it is when the seat sits at an angle to the fuselage such that your head would flop in an awkward direction during a crash and either strike a sharp(ish) edge or not strike anything at all. Both of those scenarios are failures for the 16G HIC requirement.

And once the seat is certified with the shoulder belt that's what the rules are.
