What's with the seat belts in the exit rows?

Due to delays on our planned LBG-LAS/LAS-BOS flights on Friday night (there was a birdstrike in Vegas that caused delays) we got put on the non-stop LGB-BOS flight, and the only seats together were in row 11 (no, I am totally NOT complaining!). The seatbelts are shorter with padded straps and longer (and more difficult) clasps. Across the aisle from me was a gentleman who could not get his closed (he was slim, so it wasn't a weight issue). 2 FA's couldn't get it closed, went to get an extender. Meanwhile we pulled away from the gate and neither came back but he did get it closed.
