In my previous Beijing trip I have taken a taxi 2 times: The first time was catching a Beijing taxi in rural area after someone took it from the city, but I was not taking it back to the city, but another rural area instead where nearly nobody knew where it was. The second time was catching a rural taxi (not able to go to the city) in the rural area.
It is still easy to catch a taxi in rural towns in suburb Beijing.
