You are correct. With APEC card and J you will be obviously faster. In my case all my departures were (an most likely will be) with LCC - Jetstar, VietJet and AirAsia.
Yesterday's experience with Jetstar. Flight leaves at 15:50 but they do not open check in counter until 13:20. And you can't do check in online. If you are at the end of the check in line it takes min 25 min to reach the counter and complete check in. Then, another 30 wait line for passport control (not using APEC card). Then, another 20 min to go thru security. At the end while we arrived at the airport at 13:00, it was not until 14:45 we've managed to get on airside.

I think SGN in the only place where getting from the airport to your hotel (in D1) take same amount of time on car as walking...
