There are some time zones (but I don't know where they are) where the time is on the half-hour compared to normal time zones. Is is possible that the reporting only handles whole-hour time zones? And when an airplane is in the half-hour zone, it causes some kind of computational error? Just trying to brainstorm a few hypotheses.
