According to the terminal maps, the elevators in the background of that photo are the ones that go to the outer entrance of the clubs (the old CO doors). I think the one you are referring to is on the opposite end of the platform. The sign may or may not be point to the escalators, but if it’s only indicated on the terminal side of the platform, it may be a good way to remember which elevators to use.
