Per my chat with the passport officer at the PSK, PCC is the first step in GEP. Once that is done the file goes to the ministry of external affairs for final clearance.
Please let me know if I am missing something.

Also, I got the following text update yesterday:
"Your passport verification is complete. Contact your passport office. Courtesy: Police Computer Wing"
Has anybody else had a similar experience?
