I had the same thing happen last month on a one-way from airport to city location. Car-side return agent couldn't generate receipt and directed me to counter. Counter staff seem confused and even asked where/when I rented. They couldn't print out receipt but was able to print out rental agreement which had pickup/return at the same time. App showed no trace of the rental. Ultimately it was a free rental.
