For the highest Flex (H, M, U) I just use the booking code rules in ITA as follows:

For the lower Flex fares that are co-mingled with Tango fares, I think you can use other extension codes found under the Faring tab, including wildcards. Since Tango fares end with TG and Flex end with FL, you could, for instance use the following codes:
