In my experience, chase does not post points to RR until after statement is cut. And as far as I know it’s net of refunds. Not sure where you heard that refunds are excluded in the calc for minimum spend. Amex, on the other hand, issues points immediately after hitting minimum spend on delta cards regardless of refunds. On MR cards, it takes two statements. And on SPG it could take a long time and a lot of calling.
