Wouldn't hurt to make a refundable reservation now, then cancel and rebook if something better comes around.
I think they already raised the prices! Do not know about prices for the Conrad but booked a room at the Odaiba Hilton last week for 18,000 Yen + tax / service charge, which has now been raised to 28,000 Yen...
And the reduced sale price is always calculated from the flex rate although it will be non-refundable - so you will never really get 50% off..
