He applied for personal 9 days ago and, not saying otherwise, I assumed he was approved. Then today (8 days later, so meets the 8/65 day rule) he gets declined for the biz card. Not sure why you are saying 8/65 is the first clue, he actually followed the rule...unless he has other Citi apps before the personal card app.
