It was possible to have a DKB account without having a residency in Germany but it is not the case anymore, DKB closed that option a couple of years ago. I tried to do this a few months before moving to Germany and this was not possible.
Re English, even if the staff member you spoke knows English, he will refuse to speak it for liability reasons.
Yeah, I have pretty much the same experience with German banks although I could talk with Deutsche in English but it was quite a challenge because the phone menu is in German so even getting to a human person took me like 15 mins
Okay, so it seems like Amex International cards is the only way to go however I have talked to them and it is no longer possible to open an account with Amex unless you already have an Amex card for at least 6 months. I never had an Amex before, mostly because you know in Europe it's not that widely used so I thought that okay, it's time to get one but they have informed me that I have to find a private bank which could refer me to them and then I could get an Amex Euro card through the bank. It's strange to say the least.
