I've flown same plane flight on China Southern Guangzhou-Wuhan-San Francisco.

Guangzhou was boarded from a domestic gate. Everyone had to disembark at Wuhan and clear immigration and security before reboarding.

In your case I'd expect to need to clear immigration, customs and security at TAO.
