Data point.

Applied as a Taiwan ROC passport holder on the first day Taiwan joined Global Entry program which was Nov. 1st.

Received notification of conditional approval on Nov. 14th.

Note that I listed visiting a ton of Middle Eastern countries (Other than Iran, Iraq, Syria) on my application.

Two weeks seems standard for foreign passport holders.
