It has to be cancelled/delay by the carrier and travel subsequently resumed. If you cancel and never take the trip, there is no "delay" to cover. Coverage is for costs associated with the delay and not for the ticket itself.
I think the question relates to Trip Cancellation & Interruption Protection, which is a different animal from Trip Delay Protection.
