It's partly true. Many functions of current phones won't work well with some services the operator offers.

There are phones that don't work well with T-mobiles T-zones service, some phones don't do MMS correctly on ATT etc...

But I agree, to say that the phone won't work is of course BS, and ATT's way of telling you that they will never unlock for you...
