CX could have started an airline to compete with the mainland airlines.

CA is a cool investment which does not really count... but CX should have gone for MU
Foreign airline cannot set up airline in china, similar to EU and US.

hainan has not set up airlines in hk, it bought hk airlines and hk express only.

By basic law, it is not required to be hk captial to control airlines in hk.
