Like you, I uploaded the pdf from the MAS website which outlines their baggage policy, where they say that they only provide compensation at the airport at the time of delay. But the examiner won't accept this reason. They want a settlement letter. Did you speak with the examiner when you explained the policy? Or do different examiners require different documentation?

File a claim with MAS immediately. They will either pay your claim, or deny it. Either way, you'll get what you want.
