Airlines would have to be careful in cooperating on anything that might be construed as a constraint of trade.
Additionally they have little motivation to help another airline steal their customer.
But if all the major airlines participated, they would all benefit. It’s kind of like interline agreements. Delta probably doesn’t like bailing out United when UA screws up and a flight goes MX, but Delta knows one day they’re going to have a flight go MX and need UA to bail them out. Like the saying goes, keep your friends close but keep your enemies closer.
