I have just booked a lap infant ticket today - I'm travelling on a cash ticket and my wife on a reward ticket - and can confirm that the lap infant ticket is priced as a percentage of the lowest available cash fare on the day. It makes absolutely no difference whether the lap infant is linked to an adult cash ticket or a reward ticket, and indeed the price paid for the adult cash ticket.
