Yep I agree, but I think Agri fee was either 100 or 1000 VND, so I can understand low limits
Ended up leaving w/o even 1 VND in my pocket. My last day Weds I had 300k, the ride to the airport was 240k, and it cost me 30k x 2 for Temple of Literature and also The Old Citadel
I paid my HaLong Bay cruise with VND and USD. The agent wanted 4.8% fee and the boat line 3% if paying with a CC, thats why I needed 4m and I paid $54 in USD
