I think this is the wrong approach. Government policy has prevented Qatar from performing the contract of carriage as it was. Absent clear wording to the contrary, it is hard to argue that QR should be held solely liable for what is the impossibility or illegality of the original contract.
There may be IATA policy or guidance for this kind of government-mandated reroute. That seems to me a better starting point.
