Sucks that you had a bad experience. Sadly, I've heard similar stories at pretty much every rental agency. Some rental agents tend to go the extra mile to trick you into buying unnecessary add-ons for the kickback. Did you ask to speak with a manager? AFAIK, liability is always included in your rental. What you buy is a supplement and that's never mandatory.
