Not necessarily. For one, we don't know if and when there will be another transfer bonus, and two, we don't know how much the bonus will be. in any case, the most i've seen it is 50% which means 1.85 Avios per CAD. This bonus is for 2 Avios per CAD. Not a huge difference but a difference none the less.

I believe that it means that you'll get the double avios for purchases from Nov 21 to Dec 21 if your statement date closes on the 21st since it states "
Offer is valid on qualifying net purchases posted to your December 2017 statement of your RBC British Airways Visa Infinite card provided your account is in good standing."
