This itinerary will not be eligible for TWOV. As per the wiki at the top of this page, multi-stop TWOV within China is only permitted at CAN where the first transit point is PEK.

As the journey involves a stop in CTU, boarding will be denied in Bangkok.

Your friend will need to change their travel plans to either remove any additional stops in China, or avoid China outright.
